In the meeting-cum-workshop to be held on 19.9.2007, few districts will make powerpoint presentations on GIS or other issues. I would request all districts to reconfirm if they are going to organise a presentation. Each presentation should be limited to 10 minutes, please.
PS: Today we are sending the CDs on "section - polling station - mouza/ward" to all districts. Guidelines are also included on the covering letter.

One point, not pertinent to this Blog, yet important for us,-----
As per the spirit of ECI communication vide their number 23/photoroll dated 24.08.2007, pre-draft copy of the Electoral Roll need to be verified at the very grass-root level thru. the BLOs for the image mismatch cases for each part. For that, BLOs should conduct field verification, before being satisfied about the accuracy of images. On the basis of such certificates, ERO will issue similar one for the entire AC. For this purpose at least 8 to 10 days time is required.
But from the discourse in the V-Conf. on 05.09.2007, we are given to understand that we may expect to get the pre-draft copy by 1st Nov. and ERO to give certificate by 03/04 Nov. We have got perplexed in this matter, as ERO has to certify that no inaccurate image is there in the E.Roll – which is far from reality - how can it be done within such short period?
Also, it is not clear, in case of report about the inaccuracy in images in some parts, what will be the mode of such reporting & in which format? Upon receipt of such reports, whether the printing of multiple copies will be suspended? This is not also possible for timely by draft publication.
Necessary instruction in this regard is solicited.

We've told WTL to give the pre-draft rolls by 25.10.2007. I hope that they'll do that in which case there'd be more time for verification.
But no field verification is required at that stage. The pre-draft roll may be checked against 001B forms for newly imaged electors - and with text particulars (e.g., whether sex of photo is matching, whether the age appears to match the photo, whether the relationship is OK w.r.t age/SEX etc).

From purulia, we have send proposals for relocation of electors from one section to the other( with some proposals for creation of new sections and abolition of existing ones)as per actual residence of the electors. Though we have not received confirmation of such changes, it is presumed that these will be done. Now, among those who have been propposed for relocation, there are many electors who have been photographed during the current photo-roll camapign. These electors, naturally have their old address in the EPIC data base. Now, should we correct the address at the time of verification of the EPIC checklists as corrction of the EPIC data base from the roll data base will only take place at the time of draft publication and the EPICs, will perhaps, be generated before that.

Yes, Purulia, you may correct the EPIC checklists, even though you have proposed sectional changes.
