1. As per communication of ECI vide no. 464/INST/2009-EPS dt. 23/02/2009 colour of Statutory Forms and Cover is GREEN, colour of Non-Statutory Forms and Cover is YELLOW.
2. As per communication of ECI vide no. 576/3/PTG/2009/SDR dt. 10.02.2009 Statutory Forms are available in Conduct of Election Rules 1961 and Non Statutory in Hand Book of Returning Officer.
In point 1 it is stated that Form 10, 12-B, 14, 14-A are to be inserted in Yellow covers, but all these forms are Statutory one and point 2 states these are to be printed in Green paper. If that be so Green forms are to be inserted in Yellow cover.

Whether DI(S) of School can accord formal approval of appointment of the Head Masters / Asst. Teachers / non teaching staff who have joined in the concerned schools by order of the School Service Commission much before the date of announcement of Election in connection with disbursement of their salaries.
As communicated by DI(S), the staffs concerned cannot get their salaries unless formal approval of appointment is accorded by the DI(S)

We have been enforcing model code of conduct in respect of prevention of defacement of Property for the Election under the provisions of The West Bengal Panchayat (Third Amendment) Act,2006 and The West Bengal Municipal (Second Amendment) Act,2006.
So, far we have adopted the procedure that the SDOs have been issuing notices and taking action against the defaulting parties and associations as AROs. As, now, the prior permission cum consent letters from the private house owners are being submitted to the SDOs and AROs by the Political Parties.
Now, can we authorise the BDOs of the Blocks concerned in respect of issuing notices and taking actions including lodging of FIRs in their areas.In such cases whether consent letters from private house owners in respect of poitical campaign may be allowed to be submitted at the end of the BDOs.

As per Instruction Serial No. 32 of Compendium of Instructions Vol. III, political functionaries who are provided security by the State in Z scale or above may be provided accommodation in the Government Guest Houses. At the same time as per answer to the question no. 64 of FAQ on MCC it has been stated that Rest houses, dak bunglows or other govt. accommodation shall not be monopolized by the party in power or its candidates and shall be allowed to be used equally to other parties and candidates. There is no mention as to the category of persons who will be allowed accommodation.
Now, whether to fulfill the condition of equity, the criteria of providing accommodation to the persons who enjoy the security status below Z level may be entertained or not? If any relaxation is given, what will be the security limit or which Class of Political Functionaries may be provided such accommodation? In that case the category of persons who are eligible to get such accommodation in the Govt. guest houses may please be clarified.

regarding dry run, i personally phoned 25 percent of the total booths which fall under 196 haripal ac.today.
of them, nearly 5 percent did not respond.the phone rang in those cases in case of landline, whereas,in some cases, the mobiles were said to be non-existent(196/198 and 198A) or out of service(like 196/197).

A building having boundary wall around it has been rented to a bank and WBSEDCL. The owner of the building also resides in one part of the building. The owner has given permission to Political party and the said party has defaced the boundary wall by writing slogans. Will the building wall be treated as public property or private property.
Sir. need following s clarfification in regard to micro observers :
1. Do we do a randomisation and give appointmsnts as in the case of PP or do we wait till observers arrive ?
2. How do we identify their assigned places of duty or Assembly segments particularly in ref to issue of PB/EDC ?
3. How many trainings, by whom and when ? If its only one training, when do we give ID cards, allowances etc ?
4. Would they be assigned to particular booths or can they be mobile on poll day - we need to make logistic arrangements accordingly. If they are mobile, do we assign a local topography knowing person with them ?
5.Do we need to provde video cameras with the micro observers.

(1) There are 3 stages in randomisation. Only first stage can be done without Observers.
(2)Software given by us will indicate, based on Electoral details supplied by the PP initially.
(3)2 trainings: for all PP and PrO. Give deliverables preferably on second day. But PrO Handbook must be given to PrO on first day of Training.
(4)I don't understand your query. I have never of mobile Polling Personnels !
(5) No. Video Camera should ideally be in non-CPF, non-Micro-Observer booths.
