Daily Law & Order Reports

Districts need not send daily Law & Order reports to CEO office directly. 
DMs may advise SPs also.
The procedure may be as follows:-

1. SP will prepare daily law and order report in LOR-I. He will give copy to DM and to DG/Police Directorate. Police Directorate will compile reports and send to Home Department.
2. Kolkata Police will give report to Home Department
3. Home (Political) Department will compile reports and send consolidated report in LOR-II format to CEO.

Sir,
Regarding continuous updation of electoral roll,
(1) Whether dead electors identified at the meeting between BLO & BLA and subsequently inquired and found correct by the BLO but with out any documentary evidence of death such as entry in the death register of gram panchayat etc., will be undertaken for suo-motu deletion.
(2) Large number of applications submitted by industrial workers who have EPIC issued from other states such as Bihar and Jharkhand and according to the report of the BLO, residing within the geographical area of the 209-Haldia AC.
Whether, these applications will be accepted when there is no time to delete their names from their previous place of enrollment and which may lead to a situation where they may have the opportunity to cast their vote twice.

(2) Insist on documentary proof of present address, as indicated in new Form 6. Then, unless there are reasons to doubt and unless any objections are raised in the 7 day period of mandatory notice, you may proceed to admit and of course send intimation to the previous ERO/CEO

Sir,
I have two queries:-
1) Whether approach road to polling stations can be set up through NREGA funds?
2)As per instruction of ECI(Instruction No 20, Compendium 1), officers working in Grade B (Cattle Extension Officer) working in veterinary hospitals are to be exempted from election duty. Does Block Livestock Development Officer(BLDO) or Veterinary Surgeon(VS) fall in this category?
Kindly clarify as this would mean a further depletion of election officers at block level who could be deployed on election duty.

Sir,

Necessary permission may kindly be granted for the following works under Hooghly district. Though the matter not relates with your post.

1) Some roads in rural areas (non-metallic), connected some booths, are required to make some pretty repairs to make them poll-worthy. Such works will be done under NREGA scheme.

2) Many tube-wells situated at some Polling Stations, Primary schools (other than P.S.) and also other localities have gone out of order due to decrease the ground water level. It is necessary to make repairs/ re-sinking of some tube-wells to meet up the crisis of drinking water. Those works will be done from the end of Block Development Officers.

Sir,
After the blast in Alipurduar, some people have raised issues about security of polling personnel. There was a press report on the issue also. Recently learnt about some states taking insurance cover for the polling personnel ---- could we consider something like this.It would send a important welfare message and be helpful helpful for other contingencies also. In last Panchayat election here, one vehicle carrying polling personnel had an accident leading to a few casualties. we are still trying to settle the claim of the police personnel and driver of the vehicle(hired).

2) During the meeting with CEC, it was discussed that a Randomisation calender/schedule would be made by CEO's office. Could we pl have this early so we can finalise the training schedule.

(1) West Bengal is the leading state in awarding compensation to poll personnel who lose life on duty. We have a standing G.O. to award Rs 5 lakhs to any poll official who dies on duty. As the latest ECI guidelines elaborate, this is the best model and many other states who have gone in for the insurance route have ended up paying more premium than settling claims which were also not paid due to the "fine print" in the agreements...Moral: NEVER even think of getting into the insurance agent's trap.

Sir,
1)In time of distribution of EPIC by the BLOs, it has come to our notice that a good number of EPICs can't be distributed as the BLOs can't trace the voters /EPIC holders and BLOs are amply sure that these voters do not reside in that particular part.Here,my question is what to do with these voters? Can the process of deletion be initiated for the said voters at this stage or they be enlisted as ASD voters for handing over the list to the presiding officers at DC?

2)We have been advised under the Memo 1299-Home(Elec)dated-20th March 2009, that break up of main & auxiliary Polling Stations are to be done following (from Sl No.1 to X) and ( from Sl No. X+1 to rest)formula,where 'rest'includes both the supplements (1st &2nd). And there is every possibility that a younger member of a family has been enlisted in one of the supplements while senior members of the same family are already enrolled in the mother roll.Again we have been communicated by a further reference vide Memo No. 121(20)-JSSG/WBE/2009 dated-20.03.09. that members of a family are not to be divided into the main & auxiliary polling stations. How to cope with both these orders? We are a bit confused.

Sir,
Regarding setting up of voter assistance booth where number of polling booths in polling premises is three or more it may kindly be clarified whether we would take into consideration the auxiliary booths in the premises concerned for chalking out the number of voter assistance booths to be set up at our end.

I have one more query regarding the fact whether petty repairing works of polling stations, tubewells at the polling premises may be taken up from the avialable development fund at the end of Block/Panchayat Samities/Gram Panchayats

(2) Very good query. The idea is not to increase the level of difficulty. Thus if father and son are now in the main mother list, an auxiliary booth must not be so created to separate them since they are now together. But if they are in any case in different places of the roll (ie mother and supplement), they are not with each other and a new auxiliary booth will not increase the level of difficulty.

(1) Auxiliary booths are like normal booths only insofar as voters are concerned. In fact, alphabetical elector locater list will be made aux PS-wise. So, in determining Voter Assistance Booths, Aux Booths should also be counted.
