Counting Centre : Rationalise

We've issued new guidelines for rationalising counting centres. DEOs may please rethink in depth and re-organise and propose. For making any exceptions, DEOs will have to speak to me with reasons.
Basically it says as follows:
1. All ACs in one PC to be counted in one premise.
2. Counting Centre to be in PC
3. If adequate number of halls is not there, counting may be taken up AC-wise, sequentially.
This calls for a break from tradition and lateral thinking.

Sir, we have two RC in 12 Krishnagar, 3 in 13 ranaghat pc. Counting venue for 12 pc can accomodate all ACs but counting centre at Ranaghat can accomodate only 4 ACs. Can we have another counting venue at same HQ location within 2kms?
In case of PC where RO is in nearby district, it is presumed we have to escort polled EVM to counting centres later.

As I said, if all 7 ACs are not within the same premise (NOT 2 km away) you'll have to convince me that there is no alternative.

Yes, for ROs in other districts, on the date of receiving only, all polled EVMs will be escorted with ALL precautions to the strongroom of the Counting Venue of the concerned PC.

Sir,
As to identification of non-EPIC electors for whom door-to-door photography is to be undertaken, clarification on the person who has been assigned a EPIC number in the roll, without having corresponding photograph, to be treated as non-EPIC or not, may be given.

We'll increase the number of rounds and have counting for a AC in one hall only. Thus time taken would be more but that is not a problem. The challenge would with the scrutiny of problem booths to be done at nine morning on P+1 day. It would surely be early morning by the time the machines are received at the strongroom from other districts/RC's. THE scrutiny work should ideally be postponed to P+2 day or atleast till later in the day. MAy consider if it would be better to change the time uniformly rather than for each PC.

Scrutiny is done at DCRCs. Many South Bengal districts are arranging counting PC-wise as per new circular but are continuing with decentralised DCRCs. And in any case, all polling parties are expected to reach back on the day of polling only to DCRC.

Sir, If scrutiny is done at RC, RO and candidate /agent can not be at every RC. We have three RC's for each PC, two in JPG and one each in CB. Plus this would mean temporary strongrooms at RC We plan to receive all the parties at RCs and send the EVMs to the counting venues that very night.

Yes, transporting EVMs to main Strong Room the same night is very important. Scrutiny can be by ARO+Observer. Scrutiny is done with documents: EVMs can travel to strong room. Consult your Observer for fine-tuning other details.
