Complaints in the Public Domain: Special Cell by EROs

Roll / EPIC related complaints appearing in newspapers and other media should be handled by each ERO with sensitivity and care. A special register should be made by the ERO, indicating action taken. The complainant may be informed over telephone or in writing about the outcome.

Sir,
These are the queries regarding filing of nomination by a person under preventive detention :
1) It appears that a person confined in a prison can file nomination for the election. Is it permissible that he submits nomination paper in person. If yes, what is the procedure ? Whether he is allowable to file nomination through proposer. If yes, is it permissible that the prisoner signs the nomination papers and other required documents in the correctional home itself and whether the Superintendent is competent to allow that.
2) Two affidavits are required to be signed before any of the competent authorities. In that case who will be the authority before whom the affidavits will be sworn in by the prisoner.In this case whether Superintendent can allow Notary Public in the prison for swearing of affidavits.

Sir
two queries.
1) Can all transferred officers be centrally advised/directed not to avail of transit leave. THe ten day leave will create lots of problems at field level and the oficers are not under DM's administrative control in terms of transfer and transit leave.
2)As per police, ministers are entitled to 'escort vehicles' as security. Need confirmation/clarification regarding this during campaign visits.

Three ACs of 41 Bolpur (SC) PC(271, 272 & 273) are within Burdwan district. Your kind instruction is solicited regarding duties and responsibilities of the RO 41-Bolpur (SC) PC for these ACs in respect to the following issues:-
