ERO level standing committee

With approval of ECI, we are going to issue an instruction that each of the 294 EROs will form immediately an ERO-level standing committee of all recognised political parties. Their functions would be as follows:
1. To ensure transparency in the disposal of applications in forms 6, 7 , 8. 8A received by EROs/VRCs(in Kolkata/S-24Pg) under continuous updation
2. Oversee computerised tracking of the disposals so as to ensure that all applications received till one month before first date of nomination are accepted or rejected with clear reasons.
3. Take necessary supervisory action in respect of BLO-BLA meetings already organised or to recommend holding of further such booth-level meeting to DEO.

- We hope to issue the official circular within a day or two.

Sir, Thank You for your answer on enforcement of MCC, dt 10th March, 2009.
Now, I will like to bring to your kind attention that The Handbook for EROs, 2008 in its par 30 of Chapter VIII enumerates that no suo moto deletion should be done by EROs in Election year except on Form 7 or confirmed death cases.

However, we are receiving list of NBW cases, pending for more than 6 months, from police authorities, on the model of SLA Election, 2006.

Now it may kindly be clarified, wether hearings of such cases can be done, with the objective of deletion of such names (suo moto ), if found in E/roll, on grounds of non-appearance in the hearing ?

Regards....
Yours Faithfully,

SDM Durgapur

Sir,
Most humbly I would like to share one of my views with you,Sir. Voters generally memorise polling premises along with their particular part numbers. After Dilimitation, part number and Assembly Constituency number associated with a particular polling premise have changed leading to a bit of cnfusion.I have noticed this confusion among the voters while visiting some of the urban polling areas of Asansol who still try to memorise with old polling station numbers.Sir,I feel painting signage showing A C No. and P S No.would help voters be conversant with new numbering.
Sir,if any worth is perceived,a general instruction from your end would make it uniformly enforceable.
Thanking you, Sir.
Yours faithfully,
Biswajit Dutta, ADM Asansol.

Respected Sir,

A name search / address search feature can be done, but we need raw data for the same while we have been given datas only in pdf form from the state level agency for the electoral roll.

Your kind intervention / direction to the state level agency is required for getting the raw datas.

You may start the proceedings. Before passing final deletion orders, however, ask me again and I will give clarification after consulting the Commission.

ADM Asansol:
Good thinking.
Can you give me a sample? We could make it a state standard perhaps.
(I'd asked the previous ADM Asansol to use some local talented artist/ architect, to prepare a proto-type that would be prominent, bold and uniform - think of National Highway white-on-blue signages)

Yes, I see your point.
I'll get back to you later as our technical persons are trying to put up a state-wide search engine that all districts can share.

Sir,
I held meeting with all recognised Political parties on 17th March 2009. It has been decided to hold booth level meetings of BLOs and BLAs on 25.03.2009 at 13.00 hrs in Nadia district. EPIC distribution programme has also been discussed with them. Standing Committes have started functioning.
EROs organised workshop of BLOs on missing electors, EPIC programme, communication strategy, contact persons' and vulnerability mapping in presence of sector officers. We found this very effective as BLOs are highly motivated now.
