Hints on quality checking as per GO No. 195

I went to booth 27 of 158-Kolkata(Port) yesterday (7.8.08) afternoon for a Quality Control Check for obvious errors. Few hints:-
1. Mentally prepare yourself that it'll take long (It took me 53 minutes; there were 1495 electors)
2. Look at the photo, decide whether it is for Female/Male and then tally with what's printed under "Sex" and "Age" - not vice versa (This is because after the first few hundred or so, the brain gets biased by what's written in text and often the images aren't so good anyway).
3. To pinpoint repeated images, it is wiser to look left-to-right along rows rather than top-to-bottom along columns. (Because that is how the serial number progresses)
4. Take a Red Pen and circle the image and the sex within the same circle on the roll available with the DO. Put a signed remark at the end stating the total rectifications (photo-removal) that has to be done. (I found 24 mismatches).
5. Take a diary along. Note the details. Follow up later with WTL so that errors are indeed rectified by WTL on and from 14.8.08 when they are supposed to install computers and operators at subdivisions.

NO EXTENSION IN DATE OF FINAL PUBLICATION 15.9.2008

As I was writing this blog entry, I got a call from the Election Commission in Delhi. I was categorically informed that even though the period of lodging Claims and Objections was extended to 14.8.08, no extension in the date of FP (15.9.08) would be allowed.
It thus seems that we have to increase our efforts and manhours.

Barjora: We have just received Commission's approval to our proposal for Addl AEROs for hearing only. So you may go ahead with the Addl AEROs for hearing if the district had sent us the proposal officially.

Sir,
I have checked 3 Parts personally & during such checking encountered some bizarre facts:-
1)Elector's name appears to be of a Male, age around 20-25,father's name given,sex-F,image of Female;
OR
probable Male name,husband name given,sex-F;image of Male;
OR
Name may be of M or F(Kajol Sarkar,father-Alok),age-28,sex-F, image of Male;
OR
Photo indistinct & may of either M/F; Such cases few in number albeit, still exists in these Parts & have been marked as dubious. In such cases taking suo motu action by ERO may be a hasty decision & invite prob.
In my opinion, within this short period, when lot many other works need to be done, proceeding u/s 22 of R.P Act,1950 by EROs should be avoided & such cases may be taken up lateron after verification of ground reality thru. BLOs.
2)Only confirmed cases of mismatch that are too obvious, may be taken up suo motu.
3)On your 3rd Blog pt. regarding cases of repeated images, it is only discernible if such repetition occurs in consecutive Sl. No. or in the same page & in bulk volume. If it occurs sporadically in diff. pgs. e.g, in P-1,P-14,P-31 (same image),it cannot be detected. During checking process I found that while checking say, P-13, contents of P-1,2 etc. had slipped out of my memory completely. So, this type of repetition, if exists, will remain undected in this process.

Bankura: I'm very glad that you've already gone through the process and have thus faced issues. My responses are as follows:-
(1). I agree fully. The basic aim is to remove any OBVIOUS errors of photo-mismatch and cover page mistakes.
(2) Again, I agree fully.
(3) It is quite OK if we can't spot one or two repeated images, quite distant from each other. Such cases will be detected through face recognistion software, later. No superhuman effort is needed. Only plain common sense (a man of normal prudence) and diligence is required to spot and remove palpable errors. For others, we have to depend on Forms 7 & 8.

Sir,
Personally I checked 7 different parts in 7 ACs and took the pain of browsing 6777 electors and observed the following-
1)"NUTAN RUPE" spelt wrongly in the Top Heading of Top Sheets & subsequent sheets of all parts of 173,174 & 184 ACs.
2)In respect of Urban ACs.both Bengali & English Alphabets used in the same part (some Sl.Nos. are carrying Bengali and some are carrying English)for House Numbers.
3)Found 54 cases of Mismatch Images,out of which I found 29 times repition of a single Image in 172 part of 184 AC.Some others are obvious mismatch mainly gender related which may be removed by initiating Suo-moto action by EROs.

On the above I have a question-whether only drawing up of proceedings for correction of obvious mistakes followed by Preparation of List of Modification in PROFORMA-E is sufficient or it is necessary to issue Noties to the concerned electors for having Form-8?

Sir,
I held meeting with SDOs and BDOs on 7th August and reviwed the revision process. I also verified six parts at booths.
1. I found that more than 40 images have been repeated in some of the parts in Kalyani and Krishnagar. We are taking steps to rectify the errors. In two of the parts there is no image.
2. Wrong images could be detected only when I read the roll in presence of 4-5 local people showing them the image. DOs conducted booth meeting but I think we may organise one more booth level roll reading by DOs to ensure error free rolls.
3. Errors found on top sheet can better be rectified by WTL immediately instead of waiting for 14th August when the agency starts data entry, because every time such errors are not taken care of because of shortage of time.
4. Form 7 objections are not coming. Detection of dead & shifted electors through roll reading and suo motu deletion process is required.
5. In few cases people are submitting transposition applications to transfer their names to polling station adjacent to them, though the new polling station finalised is available within 2 kms.
6. Time given for hearing is extremely short for quality hearing and proper justice to applicant.
7. Some proposal for change in the list of polling station are coming from SDOs. Reasons are justified like distance is more than 3 kms. This has been detected later. Similarly, in some of the urban areas where polling stations have not bifurcated, but due to non availability of space for auxillairy, commission may consider new polling stations. There is real need in towns like Kalyani, Nabadwip.

OC Election Howrah, Mr Nayak: I'm glad to note that you've personally checked close to 7,000 elector data. I'd merely add that you must see to it that the errors detected are actually corrected in the Final rolls to be published on 15.9.08.
-Reg your query: To correct obvious suo motu mistakes like repeated images or mismatched images, it is not necessary to give notices to the electors.

To Mr Onkar Meena, IAS, DM Nadia:
I've carefully gone through your 7-point comments after your personal scrutiny. I'll call upon other districts to do likewise. Now, my pointwise responses:-
(1)OK. Please sms me the details of the 2 oarts without any photos so that I can take up the issue with the top management of WTL.
(2)Commission's standing instructions call for reading out rolls in localities concerned. So if you can arrange more of this, it's good.
(3)Please contact your local WTL Vendor. I've no objectiob if you can start the work earlier.
(4)I'd advise caution here. What is relevant is the polling area described on the cover page.
(5)Same as above>>exercise discretion
(6)Additional AEROs have been allowed by Commission. Increase man-hours to achieve target. Last dates are non-negotiable.
(7)DEOs can follow procedure in RO's handbook before next DP expected in late Oct 2008.
