Clarifications may be sought on this blog. The main features, in informal terms, are as follows:-
(1) The PEC will be in charge of an OC(PEC) who may or may not be the OC(Election) of the subdivision / sadar. He will especially oversee image merging operations through the technical hands and ensure that no images are lost.
(2) PEC/ camera / data entry / photo-scan staff will be engaged, if required, on a piece rate basis. No mandays will be allowed. For example, Re.0.50 p for every image captured on CD with image-elector linkage etc. For example, Re. x for data entry of each record consisting of Bengali and English versions.
(3) Use after-evening house-to-house visit or cluster of booths depending on circumstances. Objective: 100% EPIC coverage, 100% image coverage.
(4) Timelines:-
- 25.11.08 to 15.12.08 : Off-site EPIC Campaign. Images to be merged in PEC. Scanned images to be also merged in PEC.
- 20.12.08: All image back-up from all merged images in PECs to be sent to CEO in CDs before this date. Remember, 20.12.08 is a Saturday and we'll keep our office open to receive the CDs from each District.
- 15.12.08 to 26.1208: Data entry in both languages at subdivisions
- 29.12.08: Last date of receipt of data CDs at CEO office
- 5.1.09: Target for handing over .pdf CDs from Kolkata SLA to DEOs. (This date is not indicated in the GO. Note that .pdf CDs will be done centrally in Kolkata. So last date for sending data CD will not be extended)
- Printing of hard copies at districts from CDs obtained from Kolkata SLA.

Sir,
Tomorrow we will discuss with all SDOs,EROs & BDOs for off-line phototaking of non-image electors before 15th December,08. Our Block Office Staff are able to take photography of non-image electors at DPL. It is required for hiring of photographers for municipality.It is true that, we have to engage professional technical experts on payment basis for image linking, merging ,scaning & printing for the preparation of EPIC, as our staff are not so skilled and avbailable & we have to provide extra computers for PEC.
We think, it would be better if you select vendors for the said job from your end.If you kindly provide us with technical experts or vendors for the perparation of EPIC, we can concentrate only on our qualitative revision works.

I'll make the following comments:-
(i) The role of DEO/ ERO will and must always remain
(ii) The Public Service Commission is taking interviews in early Dec for recruitment of Asst System Managers who will be posted at each sub-divisions.
(iii) I'd like "core governnce functions" like merging of images to remain with DEO/ERO. So for merging and for taking care of data-base, OC(PEC) and officials will be responsible.
(iv) Model Tenders for (a) data entry of supplements (b) scanning and sizing photos and (c) printing and making EPICs out of merged images - is being prepared. DEOs will engage persons / agencies for these on a piece-rate basis.

(1)We have already discussed this programme with SDOs & EROs on 22/11/08 and taken steps as per your instruction.This programme of off-site photo taking will be started soon at the DPLs getting some booths clubbed together.
(2)Regarding, Data entry:
a)Model tender notice is urgently required for engaging Data Entry Agency.
b)Pdf. CDs may kindly be handed over to our district by 02/01/2009 so that this can be printed in time as our printing agency at Siliguri takes 6-8 days to complete this work.

You may do so. I say "may" because you have to take care that the to-be-published draft roll is used to link image numbers and electors. But you have already done so in PEC. So you may plan to start off from 1.12.08

The Extended PEC programme is indeed a welcome drive for 100% coverage.we shall be able to manage manpower for phototaking however the difficulty being faced is the agency to be selected for scanning and data entry and image merging exercise .we have pursued the market,In the three hill subdivisions there are no such agencies competent enough.One or two interested are charging Rs.10/- per entry which includes scanning and image merger.the same whould envolve huge sum.In siliguri too no competent agency is interested to take the work on short notice.Taking any agency without training and short notice is likely to hamper the task.
Hence it is requested that technical support be given from Kolkata for darjeeling district for (1) EPIC (2) data entry of supplement,this time the volume of work being more and shortage of staff.We may in the meanwhile explore agencies for our forthcoming programmes as it would always be beneficial for us to work with local agencies.

The extended PEC is being transferred to BDOs under Siliguri Sub Divn.but we are already facing staff constraint as maximum staff are being engaged in hearing prog and simultaneous work of manuscript writing.so it is better to engage photographers.May we engage photographers at Block level?

Sir -we are now receiving pp-2 & pp-4format regarding detailed information of employees.We want to categorise data as Pr,P1,P2 addl p2,P3,P4 at the time of data entry.We now require scale of pay on the basis of which pp is to classified. DIO NIC,Burdwan opined that if we can categorise data at the time of data entry, then it will reduce volume of work at later stage.What principle we follow regarding retired employee.-OC election Burdwan

Good thinking - i.e., putting PR/P1/P2 etc categorisation at the time od data entry. I wish this can be generalised.
For retired employees, the age-old rule is: the status of an employee is that of his last official position.
