All efforts for 100% EPIC & Image Coverage : Meeting in Delhi

I attended a meeting with ECI in Delhi yesterday (3.11.08)
Commission wants all, repeat ALL, electors to have EPIC and to have their images on the roll.
So, all-out efforts need to be initiated accordingly.
Some examples:-

(1) We will remain open on Saturday the 8.11.08 at Kolkata. We will keep the data for PEC for all districts. All districts must send a representative to collect it by Saturday (in consultation with Jt CEO-II Shri S.Ghosh). As informed to State Level Political Parties, PECs must start functioning by 10.11.08
(2) If there is a long queue in any PEC, additional computer/ camera/ manpower must be mobilised. Responsible officer must be deputed to streamline waiting electors (e.g., by issuing "waiting slips" or announcing opening of extra counters etc).
(3) Make prominent notices in booths that if someone wants, he can submit photographs alongwith Form 8 and 001C to DO at the booths.
(4) Issue notices to non-image / non-EPIC electors for possible deletions. Format to be approved by ERO.
(5) Think about the December 08 (after disposal of C&O) EPIC campaign and plan properly.
(6) Plan and innovate. Remember, 100% means 100%.

Sir,
If any Elector approaches to change the English Spelling of his/her name in the EPIC in the PEC, should he/she be asked to pay Rs:25/- for such correction?
Mentionworthy that there was hardly any provision to write down the name in English.

Sir,
Will those electors shifted from other ACs with EPIC need to be photographed from the DPL in order to have their images incorporated in the roll ( this has been prohibited as per para 14 of recent ECI circular 23/ID/2008/ERS dt. 18/09/08 )? Or, else those elector details will be sent to your end (along with EPIC no.) for retrieval of their images from the central database like previous year? If such elector happens to be deleted from erstwhile AC in some recent years his image is reqd. to be retrieved from database of deleted voters (as per para 15 ibid ). But as it is a new circular, it is not known to us whether such database of deleted voters is being preserved by WTL or not, in relation to last few years. In such cases it may so happen that they are not photographed for image capturing in DPL & their photographs could not be retrieved subsequently by WTL, resulting them to remain in the final roll as non-photo entity but having EPIC with them, which is clearly against the intention of the ECI.

If the English version is such that the Presiding Officer may have difficulty in interpreting it, we must admit that it was a mistake and we may make the correction free of cost.
...This free correction will not apply for "fancy" corrections (e.g., mukherjee-mukherjea-mukhopadhya etc)

I draw your kind attention to the following matters
1. If some ' jori- worker 'of 180Bagnan A.C. spends most of the time in a year outside the state to earn bread , say , a period of 10 months in a year . Can he register his name in therelevant part of 180Bagnan A.C.(his name is yet to feature in any electoral roll in anywhere in India)?
2. Can an E.R.O. of an A.C. engage any retired central /state govt. employee as D.o. or B.L.O. in a particular part.

Uluberia:
(1) ERO must dispose claim for inclusion as per law and facts produced. All I can say is that no one can be registered in more than one place and that he should be ordinarily resident where he wants to enroll himself.
(2) No. But you can make a special case and send it to us through DEO for examination.

Sir,
I draw your attention in the following regard.
1. Whether the mis-match photographed elector shall be photographed in the PEC.
2. Whether the PEC and the decentralised photo taking programme can run simultaneously.
3. The format of Form 8 may please be revised for the insertion of photographed in the electoral roll.
4. As it would be very difficult for the remote Blocks to upload the Image data in the Sub Division every evening. Can we be permitted to upload the data at block level.
