1. BLO will admit BLA based on his appointment letter given by the "authorised signatory" of the District's Political Party. He will compare the signatures based on list furnished by ERO.
2. BLAs will be allowed to go through the lists and propose corrections. Remember, no inclusions can be suggested since inclusions are to be dealt with only through the Form 6 route.
3. On 16th Nov, BLAs can give details of dead & shifted voters based on the draft electoral roll 2009. BLAs can suggest photo / sex mismatch.
4. BLO will draw up proceedings and get it signed by all BLAs present. Efforts may be made to give instant copies to all participating BLAs so that there is no confusion on the recommendations of the BLAs at any later stage.
5. Before 22nd Nov, BLO must enquire on the highlighted cases. He may serve deletion notices if on visit/enquiry, the alleged dead/shifted person is not an ordinary resident. If the person is present, a statement signed by him and witnessed by a neighbour may be kept on record. For corrections, Form 8 may be got signed by the person who is being visited by the BLO.
6. On 23rd Nov, the BLO must explain his findings to the BLAs - case by case. Any further disagreement must be brought to the knowledge of ERO/AERO.
7. BLO to get proceedings drawn up and signed by all BLAs. Copies to BLAs.
8. Suggestions of BLAs on the top page (eg, name of thana / name of PS / PIN Code etc) to be clearly noted and transmitted to ERO for Control Table corrections by Agency.

Whether on 16-11-2008 two meetings, (1)the meeting of Gaon Sabha & (2) meeting with BLAs will be held separately, or only one meeting i.e. the meeting of gaon sabha will be conducted with all concerned along with the BLAs and information on death and shifted electors, photo/ sex mismatch received from BLAs as well as from electors present in the meeting will be entered in minutes, will be sufficient to serve the purpose.

Sir,
It is very nice to find address from "Know your AC from your address" if we know Dist./Block/Ward/G.P/Nearest location.It would be more beneficial from the Election Managers perspective to dispose of the shifting cases and to find out whether EPIC was issued in the earlier place or not if the searching process would be reversed i.e. Address(Part-IV -Form-6 )=>AC=>Elector's Name & relations Name (available from From-6) & EPIC No.(If mentioned) =>Part No.=>Sl No.
This is apart from the services available through SMS.
Or,
AC=>Elector's Name & relations Name (with out having EPIC) =>Part No.=>Sl No.
When we shall put Sl NO.again in the same environment entire information on an elector would be available.This will help us to know whether EPIC was issued earlier or not.

We have send a proposal yesterday (8.11.08) for allowing us only to prepare Duplicate/Corrections at PEC at Dist. HQ considering the HMC general Elections.All nearby venues have been taken for DC/RC/Counting,most of the staff have been deployed in diff.cells, existing location of PEC will not permit us to accommodate huge crowd which we are expecting to come up due to HMC elec.

By top-sheet correction we mean simple things like correcting the PIN Code stated, ensure that the thana name is correct, etc.
