Schedule for SRER 2009

Special Summary Revision wrt 1.1.2009 as qualifying date will be held as per the following schedule, as per ECI's directive dated 11.10.08:

Draft Publication: 10.11.2008
Period for Filing Claims & Objections: 10.11.08 - 24.11.2008
Photography of Residual and New Electors at DPLs: 10.11.08 - 10.12.08
Reading of Rolls: 13.11.08 & 16.11.08
Special Campaign with Booth Level Agents of Political Parties: 16.11.2008 & 23.11.2008
Last date of disposal of Claims & Objections: 24.12.2008
FP: 10.1.2009

I quote a portion from ECI's instructions dated 11.10.08:

"CEOs will take up with political parties to identify a Booth Level Agent who would take up a Special Campaign for Roll Revision process on 16th and 23rd Nov 2008 under the aegis of BLOs. On these Special Campaign dates, the BLO will go through the voter rolls with BLAs of recognised political parties of State concerned and identify the corrections etc."

When the PECs will start functioning again? When we shall get PEC-EPIC data from WTL?

OC Election Howrah: We've taken this up with WTL. Data should be available by 3.11.08. Permanent EPIC Centres can function from soon thereafter. New EPICs will, of course, have new FUSNs for non-EPIC holders.
However, the database will be based on the draft rolls to be published on 10.11.08. So a link table will be provided by WTL so that FP rolls of 22.9.08 can be linked to the DP Rolls of 10.11.08

Sir,
13th & 16th Nov. have been scheduled for roll reading but 13th Nov. is a holiday under NI Act.
Can we do roll reading in a single day for the entire District on
16th Nov.?

Since this is a "special" summary revision, working on holidays is allowed. So, reading of rolls can take place even on these days.

Sir,
ECI instn. 464/INST/2008/EPS dtd. 19/09/20008 as seen in ECI website (although not yet recd. from your end officially) has thrown a lot of confusion in our mind & some pts. need to be clarified as given below :-
1) As per para (v), unless otherwise advised polling parties are to be formed out of SG/ SG undertakings/ teachers etc. only & CG/ CG PSU/ Bank employees are to be utilized for micro observer appointment. Does it mean that earlier instn. of 50:50 mixing of CG & SG employees in Pro/P1 category is done away with?
2) As per para (iv), retd. CG/SG officials database also to be prepared, which has not been started yet as it was not known earlier. Treasuries may furnish details of retd. SG employees, but wherefrom can we get details of CG employees? Can such retd. officials be compelled for poll duty thus?
3) As per para (vii), AC# / Part# / Sl.# shall be indicated, but not clear wherein. Is it to be mentioned in appointment letters?
4) In the same para, it has been stated that all PP/ micro obs. must be voters having EPIC. If someone is not enrolled or enrolled but do not possess EPIC and refuses to be enrolled or prepare EPIC, can ECI compel them to do so? In R.P Act, 1950 is there any compulsion in this regard or it depends on the free will of the citizen? Is there any provision in service rule of CG/SG/PSU etc. which makes it mandatory to be enrolled in E. Roll? If someone argues that he doesn’t have any faith in the present democracy & doesn’t want to be enrolled, what can be done? Moreover this provision being known to all, many reluctant employees may opt not to register their names in the E. Roll in order to avoid poll duty in future. Your kind guidance is solicited.
5) If answer to Q3 is yes, it will pose lots of difficulties in execution stage. This data (barring AC#) has not been captured- because at the time of requisition of names from diff. heads of offices/ DDOs , it was not known to us & it is entirely a new provision altogether. Now, should we have to procure this data afresh? It will be very difficult on the part of concerned DDO/ Head of Office to furnish this information forthwith, as they will have to collect it from each & every individual employees spread across entire district – as there are many field staff in some dept. / offices in far flung areas. So this process will be a time taking exercise.
--we have already submitted force deployment status in 2004 L.S Elec. & are now in the process of compilation of DEO wise database of PP as per your advice given in the last meeting. Hence your necessary guidance in this regard is earnestly solicited.

Sir,
During ensuing revision fresh applicant may submit form 001C along with Form -6,
For Mismatch Photo we can provide 001C with Form 8 if opted for,
For Non Image [but EPIC No. existed] again we maty provide form 001C along with form 8.
Our Q/- is (a) Should we entertain the MISSING CASES?[10th -24th Nov]
(b) For Newly included elector (in supplement) or Non Image as well as Non EPIC Electors, is there any relevance to receive form 8 along with 001C. We think in these cases only Form 001C would suffice.
