It is seen from the circular dtd. 24/10/08 that new entrants in Roll are allowed to submit 001C along with form-6.
a)but existing electors in this draft roll applying in form-8/8A, who are non-EPIC/non-Image shown therein, should also get the same opportunity of lodging 001C with 2 photographs, if opted for.
b)similarly other non-EPIC/non-Image electors in this draft roll, who wish to submit 001C only with photographs in advance, in order to avoid rush at DPL, should be allowed to do so. This will also reduce the load of collecting those forms at DPL & keep separate record. If confirmed from your end, we will ask all ERO/BDOs to keep arrangement for receiving the same, right from day-1(10/11/08), in the dist. level meeting to be convened soon. -For kind confirmation.

We have received the Master Guideline from your office , [1]whereby it was mentioned that the BLO should be identified from the Electoral Roll itself, i.e. the BLO should be residing in the area which would be the BLO's jurisdiction.Within this short span of time reshuffling of BLO's Jurisdiction may distort the equlibrium , for this Summary Revision if you kindly permit us to continue with the existing BLO set up .
[2] Provision of Additional AERO would be helpful for disposal , if you kindly throw light regarding this matter in the VC.

we are also of the same opinion as put forward by North 24-Pgs. that relocation of the BLOs within this short span of time in order to comply with the provision of the latest ECI instruction of finding out BLOs from the relevant part roll may create problem, particularly when SRER is knocking at the door. There is a well established setup of BLOs in the district at present, which has been sent to your end in soft copy for publication in your website & copy of the list has been shared with all recognized pol. parties. Such BLOs have been issued with Id. cards & other forms, also they have been drafted from Govt. employees, avoiding teachers, in light of ECI instruction. The pol. parties are aware of this setup & their BLAs will start interacting with the BLOs very soon. It will be very difficult on our part to review the entire setup & complete the process of fresh notification/ appointment by EROs/ issue of Id. cards & forms etc. Therefore little modification that may be necessitated in order to comply with latest ECI instruction for deployment of resident officials, should be taken up just after completion of this phase.

Following points are needed clarification-
1)Whether Notices are to be served on Non-Image electors like earlier term?
2)Re-shuffling of the Jurisdiction of BLOs may be taken-up after the process of Roll revision is over as most of the BLOs will act as DO-cum-Custodian for revision.
3)Whether Wrong Spelling in Name in English in the EPIC Card is to be treated as Wrong Entry? (Ref.23/ID/2008/ERS dtd.18.9.08)
4) Para 11 of the referred guidelines may be revised as the conduct of enquiry in respect of 'no EPIC issued to the appilicant in his/her previous place of residence'to the applicant applying for shifting of residence will delay the process of disposal of Form-6(shifting from other ACs).
5) Para 12 of the said guidelines may also be revised because it is stated that before issuing Duplicate EPIC ,earlier EPIC no.or whether the EPIC has actually been issued is to be verified from the issuing ERO will cause delay of the process.
