I quote from ECI's instruction no. 23/2008/ERS dated 3.10.08:
"9.2: BLO should be identified from the electoral roll itself; i.e. BLO should be residing in the area which would be BLO's jurisdiction. This will facilitate off-hour work by the BLOs"
Sir, BLOs in our district have been normally drafted from govt. employees, avoiding teachers to the extent possible in view of the Apex Court order. Normally these officials are resident of urban/semi-urban areas(where there are more than one staff in single part), but in many parts of rural area such resident officials cannot be found. So, this guideline can be followed only according to the availability of suitable staff within the polling area. - for kind ratification. --OC Election, Bankura.
Yes, of course, Bankura. But let us make an honest try to comply. We can also use teachers, if so necessary. In fact, that is why Commission has resorted to this methodology, so that even after office / teaching hours, one can do the jobs of a BLO.
Sir, In many cases one BLO is engaged for more than one polling station.So he cannot be a resident of all such polling areas. So now do we have to engage one BLO for one polling station only ? Sir, Can BLO & DO be the same person? As per instn. 23/BLO/2006-PLN-II dt. 19/02/2007, BLOs have some specific duties & responsibilities during both SRER & Cont. updation period, different from DO. In other words BLOs should not go into hibernation as soon as SRER sets in. Besides, this time as seen from your Blog entry BLOs will have to do some specific jobs along with BLAs of pol. parties. While DO will remain stationary in the premises, BLO will have to move around the polling area. So, it will cause problem if same person is given the dual charge. -- Seeking your advice in this regard. -- OC Election, Bankura.
OC Election Paschim Mdp: Yes, we must try to locate one BLO from the voter list of each part/booth. It is quite probable that out of the 1,000 - 1,200 electors in a part, at least one will be fit to be appointed as a BLO. The present BLO himself could be the best resource to locate the new BLO in the part now assigned.
BLO and DO should be different persons. BLO must be chosen from his residential part. There is no such restriction for DO. BLO is now authorised to collect forms 6/7/8 etc from electors. DO has to remain static in his booth. BLO is paid honorarium on an annual basis. DO is paid for a Summary Revision Session.
