Special Draft Publication of Rolls with Delimited ACs and Rationalised Polling Stations on 14.8.2008

I'm just back after meeting the Election Commission in Delhi.
In all other states, draft publication of rolls with Delimited ACs and Rationalised Polling Stations will take place on 30.6.2008. ..But because of our Panchayat elections, Commission has agreed to my request of postponing the date.
So we'll have to do the summary revision draft publication on 14.8.2008. Before that, polling stations have to be rationalised as per revised guidelines. And of course, the publication will be as per new delimitation orders.
We'll discuss during the Video Conference on 27.5.2008 at 11 am.

Sir,
We had submitted DEO/RO/ERO lists for the delimited ACs on 21/04/2008;but approval is yet to be recd. Due to this we are facing problems in finalization of list of P.S & relevant control table information; which need to be supervised by the concerned EROs - although preparation of P.S list is DEO's work, corr. roll preparation is entirely ERO's job.
Also both works are closely related -- so appd. list of EROs is very essential.
Also, list of service electors was split according to delimited A.Cs
(as it were on 31/12/08)& submitted to WTL for preparation of integrated Roll on 23/4/08, which has not yet been completed. The applications recd. thereafter has been kept pending -- as because earlier dispensation have become non-existent after 19/2/08 (Pres. assent); there is no competent authority (ERO/AERO) for new ACs to dispose of those applications.
Approval of RO/ERO list is reqd. as early as possible.
Can it be expedited, Sir?

Yes, Bankura, you've highlighted a real problem. The proposals are in Delhi and I spoke to them when I was at Delhi last week.

On hearing the discussion in VC on rationalisation of polling station, I beg to submit following points for kind claration.

1. should each elector have a polling station within his mouza, irrespective the distance he has to cover, provided a suitable building is available ?

2.if sl.-1 is yes, if after including a part mouza in a existing polling station, total electors exceeds 1500, should the polling station be bifurcated, inspite of location of the bifurcated polling stations in the same premise?

3.whether all the buildings or building of the affected polling stations will be verified.

4.our maps are prepared in autocad, they may be printed as large as we require.Is further recasting required?

Sir,
The slides that were shown in the VC were not visible clearly. Can we get the slides over email for proper understanding ? Also the audio system was not clear always. Can we get the revised target over email ? email ID elec_midwest@rediffmail.com

For Durgapur:
1.Usually yes. But 2 km limit should be respected.
2.As per RO's handbook, no polling station can contain more than 1,500 electors. So, answer is yes, again. But in that case, the new section, if itself >300, should preferably be the new part.
3.The draft publication of polling booths should be for ALL booths of the newly delimited ACs. A scrutiny sheet will have to be signed as per RO's handbook.
4. Not at the moment, no.
