No 1,000 / 1,200 ceiling for polling station reorganisation

For the present, there will be no 1,000 / 1,200 ceiling for polling station re-organisation. We need only to find out new buildings if any to ensure that each mouza has its own polling booth. Things are thus much simpler, and the schedule of publication of list of Polling Stations for the newly delimited constituencies will be as follows:
- Preparation of list of new Polling Station: by 15.6.08
-Draft Publication: 16.6.08
-Consultaion with Political Parties at by DEO: 22.6.08
-Proposals to CEO (by email/CD): by 24.6.08
-Approval by ECI: by 1.7.08
-Final Publication and submission of CD
with database & control table: 4.7.08

Sir,
What will be the case of geographical overlaping.Like in some cases we have overlapping in wards of Municipalities. Will these booths need to be segregated ? And in cases of urban rolls what will be the criteria ?

Midnapore: We need not look too closely at urban areas for the present. Not even if a polling area crosses ward boundaries and covers two ward areas. But of course, if there is "overlapping" in the sense that voters of Ward A go to vote at a booth in Ward B, and vice versa (as there is a case in Beliaghata in Kolkata), we may resolve the conflict. And again, there is no bar in shifting polling booths without altering polling areas if this can be justified.

Very Urgent

Government of West Bengal
Office of the District Magistrate, Purulia

Memo No. 641/C Dated Purulia, the 9th June’08

From : District Magistrate
Purulia

To : CEO’s BLOG

Sir,
Kindly refer to reply in para 2 and para 4 on FAQs on Polling Station rationalization dated 5.6.08. For convenient of voters of a Mouza who are more than 2 kms. away from existing booth, some proposal for creation of new Polling Station within that distant mouza keeping number of voters more than 300 are mooted. In that case voters will get their Polling Station within their Mouza. But according to reply of para 4 we need not have to look into the issue where voters are more than 2 kms. away from the existing booth.
Reply in para 4 is overriding the issue in para 2. We may stict to the reply in respect of para 4 keeping the present position intact without acting upon in respect of reply in para 2. Kindly advise.
2. In one ca se there is a natural barrier within a Polling area in the existing P.S. No.243/104. Polling Station is located on one side of the river. Voters of the other side of the river Mouza Dumdumi boycotted the election on last assembly election. It is a longstanding problem. One off side Polling Station with 320 voters at Dumdumi Mouza other side of the river may be created. School Building is available. Kindly advise.
Yours faithfully,

For DM/DEO Purulia:

Response to Query 1:
I'm not sure if I fully understand the issue posed, but what I meant to say is this: "Rationalise polling stations for ensuring that villagers vote within their mouzas". Overlook other reasons for polling station modification for the time being.

Response to Query 2:
Since there is a recorded history of poll boycott on this issue, I agree that Dumdumi mouza is a very special case. You may proceed to set up a new booth there. But please try to keep sections together if possible.
