Should Delimitation Correlation & Booth Rationalisation be done together?

NO.
First complete the coorelation exercise in formats 4.2 and 4.3 using existing polling station areas and locations for the entire district. Assign new PS Nos to the existing booths (last column of 4.2 or 4.3). Only then look at polling station changes.
What are the guiding principles in the polling station rationalisation to be taken after delimitation correlation exercise?
(a) No polling station should cover partial areas of two mouzas or wards.
(b) Max voters 1,000 (rural) or 1,200 (urban)
So, list out the polling stations that violate the principles and focus on them to solve the violations keeping the further following principles in mind:-
(i) One polling station for one mouza within its own mouza boundary, provided that new polling station for a village should be created only if a village has more than 300 voters
(ii) Club mouzas with less than 300 voters with nearby mouzas - but without violating basic principle (a) above.
***Two additional tasks for all booths ie not merely those affected by (a) and (b) above: Shifting of polling stations buildings (see (i) above) and creating new sections so that each geographical unit such as street, hamlet, housing estate etc corresponds to a different section, and please note that there is no minimum prescribed voters for a section.

sir, In ACs comprised of two-three adminstrative blocks, while assigning new nos to the ps of delimited constituencies starting from N-W corner and then folling zigzag method we have have to cross administrative boundaries a no of time.So there will a no of breaks in ps no in a block.Even consecutive no can not be assigned to all ps of GPs. Yes, Burdwan, that's the way it has to be done.
Delimitation will be valid for the next 30 years or so. Administrative boundaries, on the other hand, tend to change from time to time. We must honour the boundaries of each AC as a whole unit.

It is understood that:-
1)P.S with >1000 (R) & >1200 (U)
2)Maximum walking of electors>2 km.
3)P.S containing parts of two mouzas
-will have to be reorganized. Now,
Q1) During this process if no suitable Govt. premises can be located (in case of rural areas),
is it necessary to give a DEO certificate like that in urban
areas?
Q2) Are the PS that do not hit any of the above three
criteria, need to be taken up for reorganization only because
some constituent mouza of it has > 300 electors?
Q3) Is it permissible to create a new PS within a mouza
with <300 electors, if during clubbing with adjacent mouzas
it hits 2nd criterion?
Q4) For the PS having single mouza but no. marginally
exceeding 1000, should the present structure be disturbed?

These are very relevant questions, Bankura, and we are in touch with the Commission on some already. It'd be a while before we can reply categorically.
Meanwhile, I'd advise you to complete the Excel correlation tables for all ACs of your district and email us with vital statistics of the new ACs. By 10.3.2008
