Meeting by DMs with SP & Mobile Service Providers: Report by 5.3.09

I'd requested in my no. 47 dt 20.2.2009 to hold a meeting with mobile service providers & SP to identify mobile shadow zones.
As directed by the ECI, a report on this must reach us by 5.3.09. (Recall that I'll be having BDO/SDO/DM VC the day before, on 4.3.09)
I myself held a state-level meeting here in Kolkata on 28.2.09; I give below a few points for DMs:-
(i) In some cases, BSNL / Mobile Service Providers cannot commission towers due to lack of power, GP Permission, Municipal Permission or Land Permission. Tea Garden areas are also some problems. DM may intervene keeping such towers in view that will be commissioned before the General Elections.
(ii) Theft and interference with running/ projects are a problem. Till the elections, OCs of Police Stations should be sensitised to help them whenever requested.
(iii) I was told that some service providers may not have senior technical executives at the district level. As such, DMs may hold the meetings with the nominated local representative of the service providers.

we have had a meeeting with the BSNL in hooghly. but could not get any information about the authorised persons for the private mobile service providers for getting information about the mobile shadow zones for their services in the district.However BDOs have been asked for providing infromation about the areas where signals are weak on the basis of local experiences.

therefore it would be better if the matter may be discussed centrally at Kolkata with the private servuice providers and the districts be provided either (1)the list of such contact persons or (2) the list of such mobile shadow zones so that the arangments may be made for setting up wireless or satellite services etc. for such zone at the earliest without loosing more time.

Yes, I see your point.
I would advise that you concentrate with BSNL and Police to pin-point the problem areas.

Sir,I am ADM(Dev.)Hooghly and R.O.for 29 Arambagh(SC)P.C.I have couple of queries on code of conduct.First two are related to L.A.

1.In case of Dankuni R.O.B.(Railway over bridge)the award rates have been declared and spot hearing on objections,claims etc.on the rates have taken place well before press release.The rates,award amounts are already known to all.The awards are under preparation and expected to be ready for disbursement to land-loosers within a week.PWD has already completed tender formalities for civil work.Is there any bar in disbursement of cheques?
2.In case of Dankuni truck terminal, notification under sec4 and hearing on claims and objections,if any u/s 5 of L.A.Act,1894 have been completed.Can we declare the award?
The other query is regarding implementation of the resolutions of R.T.A.board meeting held on 18.11.2008 regarding issue of offer letter and permit for new routes.The decision of the board duly signed by the board members(D.M.being the chairman)has been displayed in office notice board etc.well before press release and the decisions are known to all.Many of the applicants have already taken the offer letter before the press release.Is there any bar to issue of offer letter and the permit subsequently as this is a continuous process.

1-2. If Sec 4 notification has been done before election announcement, normally there is no bar to subsequent processes.
2a. If things can wait since Nov 08, it can wait till May 16,09.

Sir,I was mistaken.the meeting was held on 18.12.08.Only issue is that many of the applicants have already taken offer letters as the RTA Board decision was displayed well before press release.can we stop late-comers from receiving offer letters as it has been continuing before press release?

Our rule is: Continuing schemes may continue. So you can interpret it from there.
