Stop EPIC Campaign and PEC Operation on 15.12.08

We must ensure that all photos taken are featured properly in the photo rolls to be finally published on 10.1.2008
This is mandatory.
To allow for minimum time required for data back up, image linking and image back up, sending to CEO Office through CD (see time schedule in my earlier blog) it must be ensured that we suspend PEC operations on 15.12.08.
It may be necessary to keep the PECs closed from 16.12.08 to 31.1.2009.

Sir,
I draw your attention in the following regard.
1. Whether the mis-match photographed elector shall be photographed in the PEC?
2. The format of Form 8 may please be revised for the insertion of photographed in the electoral roll.
3. As it would be very difficult for the remote Blocks to upload the Image data in the Sub Division every evening. Can we be permitted to upload the data at block level.

Sir,
Regarding stalling of EPIC Campaign and PEC Operation, I would like to humbly submit that considering the Non - Image electors of a huge number in 116 Bidhannagar, the influx of electors submitting Form 001C with photographs is about to reach its crescendo. If we are closing the PEC on 15th December, can we go on receiving the forms with specific declaration that the Cards in respect to such received forms will only be prepared as and when the next round of EPIC Campaign and PEC Operation starts. That is the Cut off date of preparation and image merging of receipt 001C forms is 15th Dec, 2008. Lest the educated electors of Bidhannagar so to say, would be deprived of their chance to have EPIC on the one hand and us to make 100% EPIC coverage. This is because next time round, it will take another big effort on our part to create this awareness, as it has already been done taking political parties into confidence.

If you observe our time schedules, 15.12.08 is the date on which we stop PECs but we've put 20.12.08 as the last date for completing all scanning, merging and sending CDs to us.
I see your suggestion of accepting photos even after sending of image data on 20.12.08. The risk is that the photos will be lost without merging and that may create more agony later on. But if you can suggest a fool-proof alternative, you may discuss with your DEO and send us a proposal.

Sir,
On a rough analysis of the coverage of Non Image/EPIC voters with our data of Non-Image/EPIC voters TILL DATE and inspite of extensive Photo taking Programme,till date, barring 25 Matigra-Naxalbari where coverage is 64%,the turnout has not been very satisfactory.In the Hill Sub-Divisions ,the local situation of which is not unknown to you,Sir,the turnout is dismal 20-25%Although the remaining data for EPIC is yet to be entered and voters to be covered till 15th Dec.the result it seems may not be very encouraging.
Moreover from 16/12/08 the PECs would be closed which prevents any further opportunity of Photo taking
