Best Wishes for a Successful 2009

I wish all election officials my best wishes for a New Year 2009. 
We all know that the General Lok Sabha Elections are due in the first half of 2009. This calls for meticulous planning and rigorous implementation at all levels and I wish everybody a success in this regard.

In particular, I'd like everybody to take a stock of actions to be done in respect of:

1. Accurate Electoral Rolls
2. Helpful citizen interfaces
3. 100% EPIC and Photo Coverage
4. Communication Network
5. Polling Personnel
6. IT and Personnel Infrastructure

Best wishes and warm regards to you too sir. We, election officials in Nadia, do believe that the blog has been very useful and interactive forum for improvement of quality of election work.
Some of the basic things may kindly be clarified :-
1. WBSWAN video facility shall be operational till block level wef 15th jan. Can bdos be allowed to hire one data entry operator at block till election process? For subsequent VC new facility may be used to address upto bdos.
2. Polling personnel software may be sent to us early so that we can start entering data. We are finding it difficult to collect electoral details of pensioners. Can this info be dropped?
3. Lots of complaints are being filed re revision of ER, mostly be so called habitual writers informing about bogus voters or BD national. Such complaints on plain paper are filed with all levels once the revision process is over, in many cases to harass officials. Such activist has clear political affiliation. How ERO should deal with this?
4. Computers, fax, xerox etc in election sections at all levels needs up gradation or repair. Can we get some fund within March09?
5. We have developed GIS through NRDMS. Can we get fund for A0 size printer so as to print maps.
6. For dedicated communication network it is better if mobile connectivity/ network for all BLOs is developed from feb to may09. It may cost only rs 1000 per booth for sim recharge.

3. The Commission's Policy is to drill down to the last for each complaint. You must maintain an Excel Sheet for each AC where the result of each complaint is noted. If unproven complaints are there, you may think of confronting the complainant and telling us so that we can report higher up. ..An excel sheet would enable us to avoid repeated references. This may also be shared through a blog.
4. We must have working computers with legitimate software in the District Election Offices. Send proposals if required.

We'll submit proposal on upgradation of computers at SDO offices.
As regards mobile connectivty is concerned, what I am trying to say is that reimbursement of recharge cost of BLO's mobile for the period from February 2009 to May 2009 can be done by Election Commission. Cost per month may be around Rs 250 pm. Since all the BLOs' mobile numbers are available now in database form, we use this for bulk sms on election related information. We can also ask them to send sms reporting, which can be auto compiled through webserver.
At present we are using webserver hired by P&RD department for sending bulk sms from computer to all GPs Prodhans, Executive Assistant, thanks to Principal Secretary P&RD.

Sir,
During stock taking and physical verification of Digital Cameras the following findings came out-
1) Matching accessories like Batteries,Memory Chips,Chargers,Connecting cable,Jackets of all Cameras are not in order.Some accessories are either missing during shifting from one district to another or during EPIC programmes at the Block level .
2)Some Cameras are found to be defective.
3)Most of the Batteries are old and are not effective.
4)Warranty period of most of the cameras has been lasped.
On the above findings & considering its use in the ensuing LS Election-
1) Is it permissibe to check all such cameras by any authorised technician of the concerned company which obviously may involve some additional cost?
2)Is it permissible to purchase required accessorries to make all such cameras in order for its in future?
