Statutory Reports on Summary Revision

Election Commission has just sent a reminder on the need for sending reports on the on-going summary revision of rolls on time.

ID-SR-2008-SR-2008-04 is one such report.

All districts to please see that the reports are sent on time to us.

Sir,
a kind clarification may please be issued in c/w the manner of reflection of Form 8A in the report format SR-2008-04 since there is no specific column for this. Last year, this problem did not arise because Form SR-2007-04A which had columns for reflecting Form 8A was used.

Good issue, Malda.
We discovered that the new form 4A could not be explained properly to some EROs and we had a difficult time reconciling data.
So this year we will go ahead with Form 04 only. But two issues need be stressed:-
1. Be sure to include 8A shiftings as "deletions" and ALSO include the same as "inclusions" - so that the net total increases can be explained properly.
2. Under "deletions", therefore, one must accommodate deletions arising out of 8A, "shifted ^', and of course 7.

Sir,
1) As per No. 283 dated 16/01/2007 of Jt. CEO, WB the final publication of electoral rolls will on 18/01/2008. The Supplements so published will be without the photos of the electors irrespective of the fact that numerous electors have submitted their photos in form No. 001C. Further, there is no provision of including the photos of the electors included in the supplement before the next draft publication. The SLA may kindly be requested to include photos alongwith other details of the electors before the final publication to make rolls truly photo electoral roll.
2) In the title page, name of the mouza is not being included alongwith ward number by the SLA.
3) In respect of areas under the jurisdiction of Visva-Bharati which is not included either in the Panchayat or Municipality. The SLA is facing difficulty in publishing the title page.

As per your kind instruction to O/c, Election, Malda as seen in the blog you have advised to reflect accepted cases of Form-8A in column-8 of Form-ID SR 2008-04 (enclosure to Memo. No. 313/JSSG/WBE/2007 dated 22/11/2007) and corresponding deletion in Column-13 of the same form.
From the study of Form- ID SR 2008-04 it appears there is no scope for inclusion of Form-8A cases since they are not done Suomoto as envisaged in rule 21 & 21A of R.E. Rules, 1960.

Sir,
In the disposal report (SR-2008-04) we have neither included the 8A cases under inclusions, nor have we included them in the deletion column related to suo-moto deltions and our reports have also tallied with the "net increase" report as per the vendor's checklists. Now, should we change the reports as per your instructions?

For Purulia and Bolpur:
The Central idea is that the following equations should hold good:
Draft elector + Additions - Deletions = FP Electors...(1)
FP Electors - Draft Electors = Net Increase ...(2)
Having said that, there are two alternatives - either to include 8A in both or ignore them totally (as Purulia has done). We PREFER to show 8A as both addition and deletion and in that case, the deletion would be suo motu (r.21A) for the part where his name is deleted as the elector gives 8A in the booth where he is shifting into.
For Bolpur only:
1. Reg Viswabharati and ward nos., I'll check with SLA
2. Reg photos submitted during draft publication, these will be considered alongwith further submissions and new photos during the EPIC Campaign on Feb 1-10, 2008

report SR-2008-04 has been sent without including 8A figures in inclusion as well as deletion.
