Survey of Missing Voters

Now that the FP has been done, a survey of missing voters under two categories,ie, missing voters with family links and missing voters without family links, have to be done. This has to be done by BLOs in each part. The proforma in which the results are to be reported is indicated in the New ERO's Handbook: It is called "Format 8" report.

We discussed this in yesterday's Video Conference.

The proforma is being circulated. The survey should start in the first week of February. A progress report in the proforma should be submitted within 2 weeks.

Sir,
The following points may kindly be clarified-
i)Should we use Format 8A (Poling Station wise Information on Migrated Electors) & Format 8B (Constituency wise Information on Migrated Electors)for making Survey of Missing Voters?
ii)If yes,should we issue Notice under Rule-21A as mentioned in col.7/8?
iii)Should we proceed for deletion of names as mentioned in col.9/10/11?
Noted that in the VC it was mentioned that as this is an election year hence no Suo -moto deletion (except death cases)
should be made after final publication of electoral roll.

i. Yes. Use Formats 8A & 8B

ii. No. Please also note that rule 21A is applicable during summary revision period. After FP, for continuous updation, Sec 22/23 are invoked...So the last few columns are not relevant now.

iii. No. please refer to paragraph 30 of Chapter VIII of ERO's Handbook (2008) on Continuous Updation; this reads as follows:
"After the roll has been finally published, the provisions of suo motu deletion (under Sec 22 of RPAct 1950) should not be resorted to except in confirmed death cases, that too with documentary evidence"

Sir, as directed, we are preparing for the off-site photo-taking programme around 16th Feb.It may kindly be clarified wether photo-pasted 001C can be accepted during the programme.

Sir,
With regards to the district of Darjeeling especially the Hill sub-divisions the situation is well known to you. In addition to the same ,you may be informed that although efforts are being made to ensure the survey of the missing voters by the BLOs the progress has not been very satisfactory due to disturbance and obstructions.
Moreover it is a point to be noted that in winters all the schools are closed and with the Govt. Offices closed for almost a major part of the month since November, due to local situations,most of the families may be reflected in the survey as missing.hence the report which will utlimate arise woudl not be correct.
