COMPUTERISED Continuous Updation

FP of 282 ACs has been done today (20.1.09).
Period of Continuous Updation starts from tomorrow for these 282 ACs.

1. All Form 6's can be received only at ERO's office.
2. All Form 6's so received must be IMMEDIATELY computerised by the staff/official receiving it. 
3. An enquiry report for Form 6 will be generated for Form 6 from the computer
4.BLO will enquire based on the list generated from computer (think of Working Sheets used during conversion to photo-rolls)
5. Decision of ERO (accepted / rejected) will be entered into Computer. A code for "reasons for rejection" will be input.
6. Manuscript for Additions will be generated as a report from the Computer (Digitised Form 6 - Rejected = Manuscript)
7. Data entry for deletions, corrections and transpositions will be done as per existing practice. Remember, deletions except on death grounds cannot be done without hearing.
8. CD of Manuscripts so generated will be handed over to us at CEO Office for merging with database periodically.

- We'll have a Video Conference on 29.1.2009. I'll expect reactions/ suggestions on this issue when I review.

Sir,
1) Fresh elector is giving photograph in newly introduced form-6 & at the last portion of the instruction it is mentioned that the same will be used for preparation of EPIC. Does it mean that henceforth submission of 001C (with photo) along with form-6 is no longer required?
2) When & how such EPICs will be generated? It is only possible after publication of 2nd supplement at the fag end of the election process (after last date of nomination) – as their names are not in the final roll, scanning & merging with present PEC software & roll data is not possible.
3) Also after publication of 2nd supplement, unlike in 001C, there will be no place for marking of part # / sl. # in Form-6, which may also lead to difficulties.
4) If all necessary documents are submitted & ERO is satisfied about their genuineness, is it obligatory to conduct BLO enquiry as per software generated report?
5) For electors born after 26th Jan. 1989, it is said that only valid birth certificate issued from competent authority will be taken as admissible document in support of dt. of birth proof. Does it mean that other documents like Madhyamik admit card / PAN card etc. won’t be acceptable for this group of electors? If so, it may lead to lot of complications at ERO level.
6) Performance of new SLA is far from being satisfactory – newly given form-6 software on last Friday is not running, in PEC software fonts are not loaded properly, we are working with previous version of Bengali fonts, in the part-wise distribution lists generated all details of previously printed & already distributed EPICs are also coming in & the details of current phase EPICs are mixed inextricably & there is no provision left for generation of these lists in date-wise manner and accordingly distribution of such new EPICs of this current phase and obtaining acknowledgement receipt of electors against them is not being feasible. Already informed OSD(IT) & Mr. Ali of CMC.- brought to your kind notice.

1. No. 001C is not required here.
2. We'll address this problem soon.
3. You may please mark partno./sl.no. on the body of Form6 in conformity with the manuscript's Part/sl.no.
4. For Form 7, except in confirmed death cases supported by documentary evidence, field enquiry as well as hearing should be made.
5. ECI's instructions should be followed.
6. I held a meeting with CMC's top management yesterday. Hopefully, things will improve.

In clause 3 of 'How to Fill the Form-6' an example has been cited.
'A person born on or up to 1/1/1990 will be eligible for inclusion in the electoral roll with reference to 1/1/2009'.
This contradicts clause 1 of 'Who can file Form-6'. First time applicants having date of birth from 2/1/1990 to 1/1/1991, on attaining age of 18 years or more on 1/1/2009, must not be denied their right for inclusion in the electoral roll with reference to 1/1/2009
