State Level Political Party Meeting on 14.3.2008

We'll hold a State Level All Political Party Meeting at Kolkata on 14.3.2008. The agenda for discussions would include (a) Implementation of Delimitation Order following Presidential Notification (b) Rationalisation of Polling Stations and (c) Photo-Electoral Rolls.

I'd need the correlation Excel table for ALL ACs before that - without the New Part Numbers if that's going to take a while. Today was the target date. However, I've received reports from Coochbehar, Bankura, Murshidabad, Kolkata (NE) and Kolkata (NW) only by today.

Other districts are requested to please send the data by email as soon as possible.

Sir,
Certain information are not retrievable in relation to E. Roll data analysis :-
1) In format-2 P.S wise population figures cannot be elicited, as because population
are given mouza /ward wise but P.S in most cases cover partial area of mouza/ward.
Accordingly the elector/population ratio cannot be computed at the P.S level.
2) In format 3B there is no authentic source for age cohort population even in census
data & for electors in age cohort, database query necessary, which is not available with the Dist. So, how to prepare this report?

OK, Burdwan, I'll check up.
Bankura: I am aware that there are problems, but could you look at Census Enumerators'Enumeration Data (2001 records)which should be available in the blocks? You could also use the BLOs to count the age-wise cohorts in the rolls if district WTL doesn't provide the data.

Sir,
Problem yet again.
During census 2001 mouzas were subdivided in EBs(Enumeration Blocks) in 2nd phase,after completion of HLB work. These EBs were created with 600-650 population(approx),which had no relation with PS boundary & in most cases not coterminous. All schedules were despatched to census directorate, without leaving any copy at Block level. Some blocks managed to keep xerox copy of the summary report. Even if those are found after much deligence, that would be of little use in finding out PS pop, due to above reason.
Moreover, pop. fig. in different age cohort were not summarised as per appd. format.
So, even if BLOs are forced to count electors in diff. age cohort, in which there will be a lot of errors in such manual counting, the basic purpose of comparison of pop.% & elec.% will be defeated.
For the above reasons, preparation of format 3B & format 2at the PS level is extremely difficult, if not impossible.

Format 4.2&4.3 of all A.C.s have been sent yesterday with new part no as per direction.We have given seperate sheet having amalgamated 4.2&4.3 ofall A.Cs.Problem is similar as cited by Bankura.

Hugly, Malda: Yes, we've got the format reports.

Bankura: I tend to agree with you that it is quite difficult to get boothwise data for population. Some other districts are also trying: let's see if someone has a bright spark that we all can share.
