Use 001B, always.
Because we need to get the date of birth - if this can be supported by documents, of course.
Photographs will be accepted and photo will be taken for new electors, non-image electors and electors with mismatched or unrecognisable images on the rolls. In all cases, one may use Form 001B together with Form 6, Form 8 or Form 8A wherever applicable.
However, 001B will have to be MODIFIED suitably to apply for SRER2008: there will be NO pre-printed names, for example.

A burning issue-
Who will be treated as new or shifted during SRER-08? ---
An elector approaching ERO with the contention that he has been shifted from some other AC, produces EPIC but cannot mention his Sl. No. in part & also proof of ordinary residence in present location. ERO will have to accept his name treating him as shifted or not?
If yes, he will not be photographed, but mere possession of EPIC does not mean that his image is with the ECI, for many reasons--- during shifting from N-photo roll dist. to O-photo roll dist.-- he was not photographed in prev. AC; or he may not be knowing that his name was eventually deleted from earlier AC; So, on good faith he gave this declaration.
So far these type of electors were treated as shifted, but as the incorporation of image in the Roll has become relevant, the matter has become a bit complicated.
ERO probably cannot keep these decisions pending till verification from earlier AC.
So, they will remain in the roll as non image electors.

Regarding correction of topsheet--
1) Two mouzas in their entirity are included in a single section, at present.If it is kept so, we will face a dilemma in filling the mouza name/JL No. col.,as a single field won't accept 2 different values. So, we were compelled to bifurcate it with allocation of proper electors to those two sections. As this exercise needs field verification, we are facing acute time stress - but we have no other alternative,too.
- That was the problem alluded to in 19th workshop.
2)Another problem has come up today. A section comprises of 1 populated & 1 depopulated mouza. In section detail portion both the names have been figured. Today, as per telephonic discussion with OSD(IT), we have asked concerned BDO to keep sec. detail portion intact,
but mention mouza name/JL No. corr.
to the populated mouza only.

All good questions, Bankura. My responses:
(1) It is wise to take photos as a measure of abundant precaution. Either get his photograph in 001B along with Form 6 or take his photo later, during Feb 11-18, 2008. No EPIC will be printed by WTL if his image is recoverable from data bank.
(2) Yes, we couldn't discuss it further as the this did seem a bit improbable. But I agree to your suggested solution (ie field verification required).
